GOVT POLICY ON DOOR-TO DOOR DELIVERY (DDD) OF DIESEL (HSD)

On Demand FUEL DELIVERY - Online Fuels booking is very popular Startups in developing coutries like USA, UK, etc.

With start of the Govt of India initiative now Oil marketing Companies (OMCs) are considering recognised Startups to apply for "DDD Resellers" by signing an Agreement with the concerned OMC ( ex- IOCL or BPCL or HPCL) . Such start-ups is also called as "FuelEnts" (Fuel + Entrepreneurs). Eligible Start-ups registered as “DDD Resellers” will be able to procure HSD directly from supply locations of the OMC or its Retail Outlets, having facility for loading of such Mobile Dispensers. Hence the Startup must have their own PESO compliants Dispenser. THIS IS B2B Business only.

There is a considerable demand of HSD for stationary equipment like generator sets, earth moving equipment, heavy machineries used in construction sites, mobile towers, etc. and these may not have facility / resource to store HSD. There is a demand from such customers for delivering HSD at their door steps.

Govt. of India under the aegis of Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry is promoting Start-ups for engaging new entrepreneurs in innovative business solutions. Ministry of Petroleum & Natural Gas also has envisaged the novel concept of reaching HSD to the door steps of customers by engaging Start-ups.

In view of above and to enable such Start-ups to engage in the reselling of HSD, this policy has been framed. And this scheme can be availed only by Start-ups registered and recognized by DPIIT, MoC&I. 

HOW TO START DOOR TO DOOR DIESEL DELIVERY STARTUP?

REQUIREMENTS TO OPEN A STARTUP COMPANY/LLP/FIRM

What to decide before you start?

a) Name of Directors and Share holders. Directors and shareholders can be same person. 
      Minimum 2 Directors/Shareholders in case of Pvt Ltd  or LLP and 1 only in case of OPC.
b) Decide Proposed name of the Company.
      Name approval is subject to availability of the ROC and as per Company's name approval guidelines. We assist here to choose name.
c) Decide Share Capital amount and % of Share holding amonst Shareholders. Standard capital we recommend Rs 1 Lakh.
d) Decide the place of Business for Registering your Company. Address proof of the premise is must as per sl 6 given below.

What Documents require to Process your Company or LLP Registration?

Below documents require from each proposed Directors/Shareholders or Partners (incase of LLP) or Nominee ( in case of OPC) as the case may be, 

1) Photograph and PAN Card

Note:

a) Incase of OPC -  Only One shareholder and minimum one Director can incorporate a company with One Nominee ( Nominee's age shoud not be less than 18 years).

b) Documents in Sl no 3 is not mandatory, If any proposed Directors/Shareholder or Partner having DIN (Directors Identification Number).

      In this case, you have to pay separate fee and security deposit with each OMC.
    • No. Only Rs 11,800/- fee need to pay. Security deposit to be payable as per instruction of the OMC official. They generally call you within 30-60 days to appear in person at their office for meeting.
    • Just wait for Call or Communication email from OMC. generally within 30-60 days applicants get called for meeting with all Original documents. Then follow their instructions and advice and complete all formalities.
    • Within 90 days. So you must ensure your PESO compliant bowsers ( Mobile Dispenser) is ready to serve
    • Average 45-50 days. Bank finance depends on your profile.
    • Below are approximate cost for your knowledge purposes.
      for 3000 Lts capacity - 23 Lakh approx,
      for 4000 Lts capacity - 25 Lakh approx,
      for 6000 Lts capacity - 27 Lakh approx,
      Plus Vehicle registration and RTO expenses in your state.
